What this PR does / why we need it:

This PR brings in updated, VPA-specific changes to GHA config that make sense for the 1.5 release branch. We eliminate the helm linting and publication because that's not relevant for release branches.

Based on CA-specific changes in:

• ci: dedicated UT jobs for CA and VPA #8669
• ci: use test and verify for GHA names #8740
• ci: cleanup lint job #8765
