Description

Fix #324

Open the PRs as draft, the workflows will get triggered when they are marked as ready for review.

This depends on a GH app with the correct permissions installed on the
repo or org, and on `APP_ID`, `APP_PRIVATE_KEY` present as repo
secrets.

By running updatecli with this token, GH will trigger workflows for
PRs.
