Original issue opened by @viniarck at kytos#33.

This goes hand in hand with #32, in practice, switches can crash, flow rules might disappear after a line card reload or any other bug in hardware. So, there should be a synchronization DB/storehouse mechanism which checks if all flow rules that mef_eline has ever created are present in the switches.

This is no longer a concern with MongoDB now.
