This goes hand in hand with #32, in practice, switches can crash, flow rules might disappear after a line card reload or any other bug in hardware. So, there should be a synchronization DB/storehouse mechanism which checks if all flow rules that mef_eline has ever created are present in the switches.

Instead of always trying to deploy EVCs on startup,
verify first if the old path is installed in the switches
and working. Fix kytos#33.
