Currently, EN is always instantiated with the rollup mode. However, EN is a crucial part of the existing infrastructure, and as soon as Validium reaches any semi-production state, there will be interest (internal and external) in running ENs with Validium.

Suggestion: Extend the EN config with an option to choose the mode (rollup or validium). To make it backward-compatible, make it optional and default to the rollup mode to not break any existing EN deployment.
