Release Notes for 2.27.0

This release deprecates Laminas\I18n\Translator\TranslatorInterface which has been moved to a standalone package laminas/laminas-translator under the new namespace Laminas\Translator\TranslatorInterface.

Because the old interface now extends the otherwise unchanged new interface, this will not require any code changes.

The next major release will remove the old interface completely.
