This release is a full revert of 2.13.0, which contained breaking changes that were not expected, and incorrectly landed in 2.13.x, instead of 3.0.x.

The 2.13.0 tag will be deleted to prevent invalid upgrades: since only 10 hours have passed, the damage of removing the tag is smaller than the damage done by people pinning to 2.13.0 when it actually is a 3.0.x release (not ready yet).
