This will allow us to override incorrect extractions, such as when a PDF document covers multiple jurisdictions and the extracted legislation citations are for the wrong jurisdiction.

#1368 implements this for PDF documents. Editing citations for HTML documents can be done through the admin area's edit interface (doing them through the frontend is difficult because we have to update the entire document HTML).
