Significant refactoring of the way Land Manager accounts are handled in the authentication backend will provide us with a more nuanced and centralized approach to the way Land Manager accounts are access. This task will also include an upgrade to the Scout and Land Manager user profile pages to bring them up-to-date with Arches' default user profile capabilities (we created the current pages a long time ago for FPAN before they existed in default Arches installations).
