Without this fix:
•A Service with DB failed deployment
•Service rolled back but DB connectivity fails
•Service entirely goes down
•Manually roll back to prior working version
With this fix:
•A Service with DB failed deployment
•Service rolled back along with updated DB credentials
•Service up and running on prior working version with no manual intervention
