Added support for localization (only en_US and fr_FR are supported at the moment)

You can contribute to the project (and get credited) by adding new lang files in https://github.com/N3ROO/HorseStatsMod/tree/MC_1.16.x/src/main/resources/assets/horsestatsmod/lang

I may open a https://crowdin.com/ project for you to contribute on, but it is a small project, so I don't think that it would be worth it.
