misc auto_schema changes

• create __init__.py for auto_schema/util added in [auto_schema] squash all #1621
• use ruff for formatting to speed up squash_all when there's a huge file generated
• use a fork of alembic for now to get ruff support until 1.12.0 comes out
• add #noqa to script.py.mako so that custom revisions can still use op.{method} without having to add anything
  • needed for tests to work without many changes to how tests work
