This PR implements:

presetting classes CONF with presets.conf file;
ability to clear .tex cache (files in media/Tex). Can be useful if they was changed outside of animath;
raising exception in mobject/svg/tex_mobject.py/break_up_by_substrings function if Mobject has no symbols. I had them often when there was some mess with .tex;
refactor some methods.
