Control panel applet (and supporting binaries) to change themes

Description
===========

Control panel applet can be used to change Hildon theme(s) on the fly.

* `libpersonalisation` is the control panel applet that really just invokes
  `personalisation_app`
* `personalisation_app` is a binary that shows a Hildon/GTK Dialog with various
  themes present, and on select will invoke `personalisation`
* `personalisation` is a binary that will change the system theme to the name
  provided in argv.
