Publish 3.0 Release

Thanks again for accepting my pull request.

TODO to publish the 3.0 release:

1. Update.xml, change 2.3 to 3.0 (and optional the creation in mod_hqcblistmodule.xml which I forgot)
2. Create a 3.0 release zip file to place on GitHub release page, then it is more clear what the latest release is. Now they will download 2.2 and have to update in joomla to 2.3/ 3.0.
3. I also saw you are already had the module published on extension.joomla.org, but it is a little outdated.

Optional, If you change the downloadurl in updates.xml and extensions.joomla.org to the release (see point 2) you can see in GitHub how many downloads there are.

I created a fork (https://github.com/Tazzios/cblistmodule) and update got an updated listing on extension.joomla.org. (https://extensions.joomla.org/extension/extension-specific/community-builder-extensions/community-builder-list/)

No problem, I just hope it does not feel like i'm steeling it.

If you want to switch your the current users, you can change your updates.xml to:
version to 3.0.0
and the download url to: https://github.com/Tazzios/cblistmodule/releases/download/V3.0/cblistmodule-3.0.0.zip

Every pull request for fixes or new functions are off course welcome. :)
