Add support to handle reply from 'WHO' command.

Basic work to add support for handling responses of WHO command in node-irc. This helps in getting all nicks' info in any channel.

In an effort to get the project back on track and always have master deployable, we've moved the 0.3.x branch back to master. You'll need to rebase this against the new master branch.

I've written a wikipage at https://github.com/martynsmith/node-irc/wiki/0.3.x-branch-debacle to try and help with the transition.

If you'd like I can re-open the PR for you and pull in your commit from your fork.
