feat: Miscellaneous updates (#12)

# What ❔

Some minor DevX improvements inspired by using metrics in the consensus
codebase:

- Allow non-`'static` graceful shutdown future for the exporter
- Implement `GaugeGuard` that decrements a gauge on drop
