⚠️ should only be merge after the implementation of a back off for joining request.

For joining, EU868 use wrong band to limit the number of join request in case no gateway answer, see PR #546 (comment).

This PR change to use the right band and remove the "join" parameter only used in EU868.

          Remove hack to use 0.1% artificial band for EU

0.1% was use to limit number of join request.


          Remove "join" flag parameter from initDefaultChannels.

The only region that use this was EU868 only to simulate backoff.
