es: Move ARIA Techniques as en-US

Description

Move ARIA Techniques as en-US in mdn/content#11546

ARIA Techniques pages was removed and redirected in favour to ARIA/Attributes in en-US so I move the pages to follow the same structure and created the page ARIA/Attributes/index.md to make this possible
