HOT (High-Occupancy Target) regions are defined where many different Transcription Factors bind in modENCODE ChIP-seq studies. The maximum is 87, the paper takes the top 1% (out of ~30,000).
This pipeline labels all of the regions (Super hot: top 1%, Red hot: top 10%, Medium: 80%, Mild: Remainder).
