Improve bad project name notification

User's have a hard time noticing when their project name does not meet the website's requirements

Describe the solution you'd like
While the instructions are present in the tooltip, the only indication that their project name doesn't work is a red line on the left of the text box:

Which might not be noticeable enough for users. We would like to have a more pronounced indication for the users to make it easier for them to see what's wrong with their project name. Perhaps add a thick red line around the text box or a popup when they mouse over the submit button
