Fixes #471 due to missing Microsoft.VisualBasic.dll assembly, and after that an invalid reference to Microsoft.Research/Contracts/MsCorlib/MsCorlib.Contracts.csproj.

After this, I'm able to run buildcc %version% with VS 2015 installed. I've verified that the Contracts.devlab9ts.msi works as expected on our projects (.NET 4.6.x).

Since when does this repo have the CLA bot?

Sorry, but I was told that all Microsoft open-source projects needed to have that so I turned it on. So until we can finally get this moved out of the Microsoft organization, I'm afraid we'll need to have that. Does it cause any problems?

No problem, just surprising.
