Pre-release
This is the first version to be released on Microsoft internal GitHub instead of ADO.
A note on versioning:
The "0" in the version number means that the product is not yet released to the public. The ".3" means that it contains the third major revision set since it was adopted internally by the owning team, and the ".1" at the end means that it contains the first completed change set since the last major revision.
What is in this version:
This version includes the third major revision set, which changes CoseParser to CoseHandler and adds the CoseSign1 projects to the solution.
On top of that, it builds a functional pipeline for pull request and continuous integration builds and fixes the errors that were found when running existing unit tests in Mac and Linux environments.
