Provide the ability to make agent running on Server side

Currently lots of agent not only have the predict ability, they have already wrapped the prediction and execution all inside their agent. Also which required to running in windows, not to call the desktopenv for execution.

In this case, those agents are hard to onboard to the WAA. the PR aim to provide a way to let Agent can running on server side(Inside the windows)
