Changes in the RPM

• migrate build to OBS' new CMake build system since legacy was deprecated
  • cleaned up build flags, removing unused ones
  • added new flags for default-disabled features
  • removed obsolete CMake patches
  • added new NVENC related files to the package
  • disable warnings as errors
  • use a proper release-type
• removed deprecated FTL dependency
• add srt-devel and librist-devel dependencies for new MPEGTS output

It is also available on the PackageCloud Pre-Release-Repo.

Note: No F39 build because it doesn't ship CMake 3.28 and goes EOL in a month anyway.
