This does not work when starting express server (npm run server), it fails with:

Refused to apply style from 'http://localhost:8080/stylesheets/style.css' because its MIME type ('text/html') is not a supported stylesheet MIME type, and strict MIME checking is enabled.

But the real error is:

SyntaxError: Inline JavaScript is not enabled. Is it set in your options?

This looks like a breaking change from Less 2 to 3. Seems like the option javascriptEnabled needs to be set somewhere, related resources:
