Though I don't think this closes #134. We would need to check the licences for each mod, ensuring it's compatible with GPLv3. It was also discussed in #134 that we would make Why Not? GPLv3 and later, just GPLv3 only.

For the later point.... we (for legal reasons) can't safely assume that bell wishes whynot to be GPLv3-or-later but GPLv3-only is safe to assume. There was some court case that decided that's how it works (I don't have the link, sorry).

For the first point, I can go over that.

I had assumed based on #134 (comment) that we were free do so. However, re-reading it, it not unequivocally clear that he gives his permission to change to v3-or-later...
