- fixes the release version so we can go with a 1.0.0 approach - fixes the build steps so the Publish and generate sql scripts do not re-build the application

@yqi88i - we will need a secret setting up in the project to support this. It should be called INITIAL_VERSION and should have a value of 1.0.0
