The prompt_manager.py file was a duplicate of manager.py that was not being imported anywhere. The active implementation is in manager.py which is imported through init.py as PromptManager.

Motivation and Context

This removes confusion about which file contains the actual implementation.

Existing tests work as expected

Additional context
