Remove configuration file for ngircd, not needed.
Add marvin configuration file to be used with docker and use it as a volume into the image.
The alternative was to copy it into the image during build.
It reduced needed documentation in README and removed a step (copy & edit configuration file) to get going with marvin in docker.
