1. Adds Common Core Ontologies import
2. Removes dcat from build (temporarily, as it is breaking some ODK reasoning at the moment -- this needs further investigation)
3. Relax DL 2 profile validation criteria that currently UO import is breaking the build for.... There is an upcoming patch release to UO that will allow this to be reverted.
