Update and format GCP roles

While setting up a Nebari deployment on GCP I noticed that Nebari did not have permission to create and modify bucket resources. I added roles/storage.admin to my Google service account and was able to successfully deploy after that. This PR adds the required role to the docs, adds links, and improves readability by reformatting as a bulleted list.
