[ENH] Enable Dask-labextension settings automatic from config

This issue aims to address the second task from #1012. With the new option added to fix the above issue, the user still needs to manually add the configurations to the user settings tab on jupyterlab (as commented by @iameskild here #1321 ).

To fix this we need to pass the new settings directly to the configmaps presented in the dask/jupyterlab configuration by using override.json
