@protitude The rules sending email notifications are triggering this error:
TypeError: Drupal\typed_data\PlaceholderResolver::scan(): Argument #1 ($text) must be of type string, null given, called in /app/web/modules/contrib/rules/src/Plugin/RulesDataProcessor/TokenProcessor.php on line 69 in Drupal\typed_data\PlaceholderResolver->scan() (line 178 of modules/contrib/typed_data/src/PlaceholderResolver.php).

e.g. /admin/config/workflow/rules/reactions/edit/new_user?destination=/admin/config/workflow/rules

Can you take a look and see if you can figure out tokens that don't cause the issue some other fix? If not, we could recreate the rules in code and maybe just get rid of the rules module?
