Update FML to 2.0.6 to include neoforged/FancyModLoader#60 Replace SPI dependency with the FML SPI artifact, since the old one was deprecated in neoforged/FancyModLoader#58 Fixes #407

This PR merges SPI into the main FML repository.
It will keep being a separate artifact, but there is no reason to keep the repository separate, as it adds complexity and more work when changes to mod information or other api-related structures are done.
As an aside, SPI in and of itself is useless, FML currently hardcasts api objects to implementations, so SPI interfaces are basically non-extendable.
