Revert "Bump GCC to 14.2.0"

This reverts commit 96421ae.

GCC 14.2.0 works on this device, but we're temporarily reverting it
everywhere due to [GCC Bug
117675](https://gcc.gnu.org/bugzilla/show_bug.cgi?id=117675) that breaks
ARM Cortex A7 devices.
