Fix biker coat loadout #2017

About the PR

Fixes the biker coat and commented out R&D science coat loadouts.

Why / Balance

Bug from the upstream merge, no items in the actual loadout. These two were the only ones with remaining startingGear artifacts. My mistake.

How to test

  1. Select contractor/pilot/merc loadouts, go to the "outer clothing" tab, select the biker jacket.
  2. Spawn. You should be equipped with a biker jacket if you can afford it.
