Source data from Portland City CivicApps: http://www.civicapps.org/datasets/pavement-maintained-not-maintained

I'm not 100% sure this is the right data. There's not much explanation to go with it. It does apparently list all roads in PDX (view roads.geojson). I filtered for those with pavement type set to unknown and surface type of gravel.
