Compatible with NetworkManager 1.20 and later.

Summary of changes since NetworkManager-l2tp 1.20.16 :

validation of properties fix.
cinnamon-control-center compatibility fix.
The starting message for nm-l2tp-service, which includes the version number, is now visible in journalctl output even when not in debug mode.
Fix autoconf 2.69 syntax error for configure.ac.
