Added support for Windows

  • Update vars to include linux and windows package URL
  • Add handler for restarting the windows service
  • Added tasks/windows.yml task, which is called when running the playbook against windows
    • Installs the MSI package from the release
      • Uses the product_id that matches the id set in the WIX configuration
  • Deploys the manager config if it does not exist
