chore: Upgrade to use Python v.3.11.* in Dockerfile.

chore: Upgrade to use Python v.3.11.* in Dockerfile. Includes updates to the project README.md file for explicit Python 3.11 usage. Includes upgrading sqlalchemy => 1.4.44 and Alembic => 1.8.1.
