This patch

  • changes the changelog scraper to create files for the missing releases
  • add ability to ignore releases
  • disambiguate by github tag to uniquely identify releases in OCaml Changelog <-> github repo
  • add ability to mark releases as alpha/beta/etc (relevant to Backstage OCaml, but irrelevant to the OCaml Changelog
