Closes #3428

Description

Gracefully handle ALL errors at the Lexer and Parser level. This ensures all panics (both intentional and unintentional panics) are caught and returned as errors.

The complementing PR: #3507, ensures that TokenLimitReachedError (and only that) is always returned, rather than panicked. Once this PR is merged, #3507 is no longer necessary, but it's more like a code cleanup to properly return errors.

Cadence Benchstat comparison

This branch with compared with the base branch onflow:master commit 83742cc
The command for i in {1..N}; do go test ./... -run=XXX -bench=. -benchmem -shuffle=on; done was used.
