ART implemented

We implemented ART (author reagent table) entries and an ART only output download.

The most basic functions were implemented:

upload csv file
visualisation in a datatable (searchable)
clean via fly stock number (Bloomington number or flybase number)
download .csv
download .xlsx (not genuine excel, not always working)
