The main thing I wanted to do was revert:

because Branch-Protections check seems to be failing, and I think it was passing before I made that change (not knowing what I was doing)
but while I was at it, I synchronized the workflow with the recommendations at https://github.com/ossf/scorecard/blob/main/.github/workflows/scorecard-analysis.yml
