Initial release of OC DEVEL VM deployed by packer. Reason why VM is created from scratch are described here: opencaching/opencaching-pl#2392

Linux: user: user, password: ubuntu.
Database: user: root, password: toor (also for phpmyadmin).
OC users passwords: haslo.
