Integration test for Go OpenCL 3.0

Test suite for testing the wrapper libraries.

Setup

1. Build simulator-runtime
2. Register runtime as ICD
3. Build opencl-go/cl30 with coverage (requires Go 1.20+)
4. Run this test here
