Rationale
The Demographics app was added by edX (before the 2U acquisition) to support a private edX Demographics IDA for collecting additional info from our learners.
The Demographics IDA was private and never intended to be part of Open edX.
However, this functionality should not be part of the monolith as Open Source code.

Additional Info
Having the proposal and acceptance date for the DEPR issue is done on purpose. This is cleanup work that shouldn't affect the community.
This will be tracked and completed by the Aperture team at 2U. Our internal ticket is APER-3560. We hope to prioritize this ticket soon.
