refactor: replace @edx/paragon and @edx/frontend-build #377

Description

Part of openedx/axim-engineering#23

This replaces the @edx/paragon and @edx/frontend-build package.
Imports have been updated to use the same locations in the new package.

Hey! I hadn't noticed this PR when I made #383, and it seems that has been merged now so I'm going to go ahead and close this. Sorry about that!
