chore: barcalendar Quince updates

Changes:

• added Quince to the openen release names
• removed Quince from future releases
• changed Django version to 4.2 for EDX and CURRENT (I'm not sure about this step cause in edx-platform/master we still have 3.2 and Ecommerce still on 3.2 too)
